Thien Phuoc was founded in 2001 as a non-governmental charitable organisation with the aim of treating children suffering disability caused by chemical dioxins. 

Directed by Father Phan Khac Tu and operating under the Catholic Union Committee of HCMC, the organisation began with just eight children at a home in Cu Chi District. Since that time, with support from local government, Party committees, social organisations, enterprises and individuals the organisation has rapidly grown in size. Reflecting the great need for its services, Thien Phuoc soon opened a second home in An Phu Dong, District 12, HCMC. At the same time as expanding its provision and quality of facilities Thien Phuoc has also expanded both the range of disabilities it treats as well as its level of expertise. Despite this expansion, Thien Phuoc operates in an environment where the needs of the vast majority of Vietnam's children with disability are still not being met.
